1. This proposal will place in Ohio’s constitution a BIPARTISAN process for drawing Congressional maps. Significant minority support is required to get a 10-year map

2. If minority support is not met: the majority can draw a four year map that doesn’t favor or disfavor a political party or its incumbents; does not unduly split counties, townships and cities; AND give written reasons of how the map does these things

3. The PEOPLE have a say in the process: the Ohio Legislature must hold two public hearings on its map; accept public maps and the map drawn is subject to referendum

4. Communities are kept together #1: Provides several district drawing rules that limit the extent to which counties, municipal corporations, and townships may be split between districts

5. Communities are kept together #2: every district must be compact and composed of contiguous territory, resulting in no more “snake on the lake” districts!
